Buildings and Dwellings Register

The Buildings and Dwellings Register contains address details of parcels, buildings and dwellings as well as structural data for buildings, dwellings and other usage units. The initial data came from the Building and Dwelling Census 2001 and the subsequent construction activity statistics. Missing initial data had to be entered subsequently. Ongoing updating of the Buildings and Dwellings Register is performed by the registration of changes to address and building data and by the recording of construction activities. The municipalities have a duty to record such data; the administrative districts also have a duty to record data in so far as such changes or activities occur in the execution of the assigned duties of the building inspection department. (There are relevant regulations currently in existence in Burgenland, Lower Austria, Salzburg and Styria.)

The GWR Act grants the municipalities access to the data in the Buildings and Dwellings Register in order to perform their statutory responsibilities.

Since January 1, 2010 the Federal Ministry of Science, Research and Economy, the Federal Ministry of Agriculture, Forestry, Environment and Water Management, the Federal Ministry of Health and the Federal Ministry of Finance have a reading right on some selected data.

The provinces will obtain a usage right after realization federal state law.

A further restricted right of usage has been granted to the Central Register of Residents. The addresses of dwellings in the Buildings and Dwellings Register are made available to the Central Register of Residents. This is to ensure that registrations are only possible at valid addresses.

Another purpose of the Buildings and Dwellings Register is to assist in the collection of national statistics and is used as a basic register for a register-based census. The first register-based census is due to take place on 31 October 2011.

The data are a basis for land use planning, measures to protect the environment and geo-referenced based analysis.

For reasons of data protection there is no public access to individual data. Analyses from the register may only be undertaken and published in accordance with the obligation of confidentiality regarding statistical data.
