Structural Business Statistics
In 2019 the number of enterprises with reporting obligation
decreased by 599 to 34 263. Total response time amounted to 58 896 hours,
a decrease of 2.2 per cent compared to the burden in 2018 (60 236).
In the context of the Structural Business Statistics Survey some additional
questions are included in a multiannual supplementary survey – in
the year 2019 enterprises of wholesale trade and selected services were
asked about breakdown of turnover by product type.
Development of response burden in the years
2001 to 2019
Total response burden could be reduced from 81 237
hours in 2001 to 58 896 hours in the year 2019 implying a reduction
of 27.5 per cent. By changing the sampling design for the structural
business statistics survey in the year 2002 (a stratified random sample
was replaced by a cut-off survey) the number of reporting units was
reduced from 44 000 enterprises in 2001 to 32 000 enterprises in 2003.
Additionally, for units with reporting obligations both for the short
term statistics survey as well as the Structural Business Statistics
survey, redundant variables were simply transferred from one survey
to the other, resulting in a shortened questionnaire for these units.
Usage of reporting devices
As a result of actions taken by Statistics Austria
to motivate enterprises to report on electronic reporting devices (sending
login details for the electronic questionnaire to all units obliged
to report) the amount of paper questionnaires returned for the Structural
Business Statistics Survey could be reduced to 0.3 per cent in 2019
(in 2010 54.1 per cent of all questionnaires were completed on paper).
The percentage of users of the web-questionnaire eQuest-Web rose from
43.0 per cent (2010) to 99.7 per cent in 2019 because
in this year the second electronic reporting device (eQuest-PC) was
shut down (the percentage of eQuest-PC users was 1.7 per cent in 2017).
The increased usage of electronic reporting devices resulted in a reduced
mean completion time per questionnaire.
