The Energy Poverty Definition Act (EnDG, BGBl. I No. 91/2025), enacted in December 2025, provides the central basis for the statistical recording and monitoring of energy poverty. §5(1) lists several objective and subjective indicators that measure individual aspects of energy poverty. Furthermore, a new overall indicator, developed in 2025, was established, which considers key aspects of energy poverty in combination. Households are considered energy-poor if one of the following factors applies to them: they have above-average equivalent energy costs with low income, report being unable to adequately heat their homes, have outstanding energy bills, or are at risk of poverty and have poor housing conditions (e.g., a leaking roof). These factors can occur individually or in combination. Households are considered energy-poor if at least one of these problems is present. The data source is EU-SILC.
