Dimensions of Energy Poverty in Austria 2021/22

Energy poverty is a multidimensional phenomenon that needs to be measured with more than a single indicator. Accordingly, this report presents nationally and internationally discussed indicators for a comprehensive measurement of energy poverty. Subsequently, so-called "energy-poor" households are analyzed according to two of these indicators: the connection between high-energy costs and low income on the one hand, and the aspect of non-affordability of energy on the other hand. This allows the identification of structural differences between households suffering from energy poverty and the average household.
The results cover a period before the peak of energy prices in 2022.
