Help for people with a disability

Expenditure in 2009 by the Laender on help for people with a disability totalled €1.23 billion (+9.7% compared with the previous year). The significant increase over time (+110% compared with 1999) can be attributed to the fact that, among other reasons, expenditure items were reallocated between the “social welfare pots” (parts of the budget were reclassified from social assistance to help for people with a disability in Upper Austria from 1997 and in Burgenland from 2000). As a result, Upper Austria, which has since 1997 reported “accommodation and care of the mentally handicapped” within disability benefits in accordance with the Social Assistance Act, now has by far the highest expenditure within the area of disability benefits (2009: €315.4 million). Nationally, expenditure on accommodation and care of the mentally handicapped amounted to €538.9 million (44% of overall expenditure on help for people with a disability), €376.2 million was spent on occupational therapy measures (31%) and €40.9 million on protected workplaces (jobs) (3%).

In comparison with social assistance, with respect to help for people with a disability in 2009, only 12% (€151.9 million) of expenditure was returned to the public authorities in the form of receipts, resulting in net expenditure of €1.07 billion.
