Amounting to expenditure of €6.4 billion in 2010, the benefits paid out of the Family Burdens Equalisation Fund (FLAF) are the most important instruments in support of families in Austria.
Family allowance to the amount of €3.4 billion for 1 806 402
children was financed by this fund in 2010. A multiple-child bonus based
on income is paid to families with several children; the number of households
that receive family allowance for a second, third or additional child
is falling more than those for the first child. 44% of children entitled
to family allowance are in the 10 to 18 age group and less than one
third of children are 3 to 9 years of age. A supplementary allowance
was paid 74 513 times for severely disabled children. In
Parental leave benefit has been replaced by the childcare benefit, which was introduced in 2002. Of the 147 546 beneficiaries in 2010, 5% were men. More than one fifth were single parents or low-income families who received a supplement or allowance to childcare benefit. Entitlement to the childcare allowance is not linked to employment, which means that housewives and househusbands (15%), students and schoolchildren (2%), self-employed persons (2%) and farmers (1%) are also entitled to it. Expenditure on the childcare allowance, the discontinued parental leave benefit and on carrying out mother-child card check-ups totalled €1.2 billion in 2010.
€1.8 billion was paid out of the FLAF for additional benefits in cash and in kind such as advance on maintenance payment, family counselling, benefits for families in distress, family hospice hardship benefit, commuting grant and free travel for schoolchildren and apprentices as well as the schoolbook campaign.
