A person’s change of residence is defined as migration. Migrations can occur over variable distances: Depending on whether they cross a border, they are called either internal or international migration. International Migration includes all changes of residence between foreign countries, thus it is also referred to as external migration. In contrast, all changes of residence within the borders of a country are seen as internal migrations. From internal migrations can be additionally distinguished so called “internal moves”. These contain all changes of residence within any given entity (e.g. countries, federal territories, counties, municipalities) without crossing an administrative boundary.
The register based test census (census date 31 October 2006) showed a population figure of about 14 000 people less than registered in population statstics at the same date. This led to a revision of both population statistics as well as migration statistics to maintain consistency with the census results. This revision covers the migration statistics for the reporting years 2002 to 2007.
The statistical registration of migration flows in Austria occurred for the first time at the 1961 census, when data on the place of residence five years prior to the census was collected. However, this allowed only for a very rough coverage of migration flows.
Therefore in 1996 were introduced dedicated statistics on migration, which included migration flows between all Austrian municipalities as well as migrations with foreign countries. Since 2002 migration statistics are based on administrative registrations and de-registrations derived from the Central Register of Residence (CRR). This extends statistical coverage also to changes of residence within a municipality down to the level of localities and census tracts. Still not covered by migration statistics are, however, all changes of residence within the same building. Furthermore, since that time, migration and population statistics have the same data source and thus offer consistent statistical data. Both cover all persons who have registered a main residence in Austria for more than 90 consecutive days.
