The ECHI (European Community Health Indicators) project
was carried out under the Health Monitoring Programme and the Community
Public Health Programme 2003-2008. The aim was to advance health monitoring
throughout Europe by developing relevant and comparable health indicators
and by making them available in the EU and its Member States (MSs).
A list of 88 'indicators' (ECHI-short list) was developed.
The ECHIM (European Community Health Indicator Monitoring)
project assessed during its first phase (2005−2008) the preconditions
for implementing the shortlist indicators and the availability and comparability
of existing health indicator data sources in more than 30 European countries.
This was done in close collaboration with a network of contact persons
all over Europe, from both national and international organisations.
ECHIM Joint Action (2009−2011) seeks to consolidate the ECHI indicator
system towards a sustainable health information system, as well as to
collect and disseminate comparable health data and information based
on the ECHI shortlist.
For 63 of the 88 indicators documentation sheets were
developed by the ECHIM group. The documentation sheets show, for each
indicator, the definition and data source that ECHIM experts currently
consider to be the best available option. This implies that not all
indicator definitions are flawless from a methodological perspective,
and that there still will be room for (considerable) improvement of
data quality for several shortlist indicators. Better data sources or
advanced scientific insights may become available in future. These kinds
of considerations are given in the documentation sheets.
25 indicators are still under development and not
ready for implementation yet, as there still is a lot of developmental
work needed on definitions and/or data collections. There are no documentation
sheets for these indicators.
